3 1/2 # meaty country ribs
1 cup water
5 TBS Chinese preserved black beans, coarsely chopped
10 cloves garlic, minced
2 TBS soy sauce
2 TBS sesame oil
1 TBS firmly packed dark brown sugar
2 TBS cornstarch
2 TBS water
1/2 to 1 tsp red pepper flakes
2 cups steamed rice
1 bunch scallions, thinly sliced

Arrange pork ribs in slow cooker. Combine water, black beans, garlic, soy sauce, oil, and brown sugar in a small bowl. Stir well. Pour the mixture over ribs.
Cook on low 6 to 8 hours or on high for 3 to 4, until meat is tender. If on low, raise the heat to high. Mix cornstarch mixture into the slow cooker along with the red pepper flakes. Cook for an additional 15 to 20 minutes or until the sauce is bubbly and thickened. Serve over rice, and sprinkle each serving with scallions.
