2 slices bread (break up into pieces)

pepper
1/2 green pepper,diced
1/4 cup celery leaves,chopped
hard boiled eggs
lemon(a couple of Tbl.)
red pepper seeds

No instructions are given except roll in bread crumbs. Based on my own experience with crab cakes I'm going to guess you combine above ingredients,form into patties and roll in bread crumbs?Then deep fry or bake.
