This is a 4 step process at the restaurant.
Step 1:
Cook 1 1/2 pounds of macaroni noodles. Strain and rinse. Place in a large steam table pan. Add 1 1/2 pounds of shredded cheese.
Step 2:
Follow directions for powdered milk. You will need 3 quarts of milk. Heat milk in a saucepan; add 2 tbsp. salt and 1 tsp. white pepper.
Step3:
Melt 6 oz. margarine and add 3/4 cups of flour. Add the hot milk to this. Pour the mixture over the noodles and cheese. Stir together.
Step 4:
Pour macaroni into a baking dish. Dice 1 oz. of margarine and place on top.

Bake in a 325º oven for 1/2 hour.
