Any white fish (very fresh Bluefish is delicious, as long as you remove the dark strip going up the side.
Steam the fish in a little water, let cool a bit, then remove skin, bones and flake the fish Save the juice.
Finely chop some onion, garlic and celery leaves (or stalk), fry in olive oil and place in a large bowl., add grated romano, parmesan, or both. and mix well. Add a couple of eggs, along with some of the water that the fish was steamed in.
Mix well.............hands are best. Shape into meatballs then flatted a little, fry in olive oil.

To make the sauce:
Saute onion, ,celery, garlic, green and black olives and capers..Add a large can of tomatoes and some fish juice. Cook about 20-30 mins.
Place browned fish cakes in a roasting pan in a single layer and top with the sauce. Cover tightly with foil and bake about 1/2 hour, or till hot.

This sauce is delicious over Spaghetti.
