1 pound beef stew meat, cut into 1/2 inch pieces
5 cups water
1 jar (16 oz) salsa
1-1/4 cups chopped carrots
1 tablespoon minced garlic
1-1/4 cups chopped onion
3/4 cup chopped celery
3/4 cup medium pearl barley
3 tablespoons beef bouillon granules
1 teaspoon sugar
1 teaspoon dried parsley flakes
1/4 teaspoon ground black pepper

In a 5-quart slow cooker, combine all the ingredients. Cover and cook on low for 10 hours or on high for 5 hours or until veggies are tender and meat is fully cooked.
