1/4 c soy sauce
1 tbsp fish sauce
2 tsp sugar
1 lb beef rib-eye or flank steak

Dipping sauce:
2-5 small dried red chilies
1/4 c fish sauce
2 tbsp freshly squeezed lime juice
1 tsp sugar
1 tsp soy sauce
2 small green onions
1 tbsp Roasted Rice (dry fry raw rice until brown, then grind in mortar)

Directions:
Directions:
Combine the soy sauce, fish sauce and sugar in a glass or ceramic bowl, stirring to dissolve the sugar. Add the beef and marinade for about an hour.

Meanwhile, prepare the dipping sauce.
In a small skillet, dry-fry the chillies over medium heat until they are fragrant and brittle. They should darken and develop small, black spots, but they should not burn completely. Shake the pan to cook them on all sides.
Stem the chilies, cut each crosswise into 4 pieces, and place n a mortar. Pound to a coarse powder.
In a small glass or ceramic bowl, combine the fish sauce, lime juice, sugar, and soy sauce and stir until the sugar is dissolved. Taste and adjust the flavors to your liking. Stir in the green onions, rice powder and chillies. Divide into small saucers to serve.

Prepare a very hot grill. Place the meat on the rack and cook, turning occasionally, until it is pink at the center but dark and moist outside, 5 to 10 minutes. When ready, transfer to a serving platter. Slice the meat crosswise into thin slices and serve hot or warm with dipping sauce.
