1 c milk
3T. flour

1/4 c butter
1/2 c shortening
1 1/2 c powdered sugar
1 t. vanilla

4 oz cool whip

Directions:
Directions:
Cook the milk and flour together until thick, stirring constantly. Cool.

Cream the butter, shortening and sugar. Beat milk mix into butter mix. Add vanilla. Beat until whipped cream consistency.. Add cool whip and fold together. Fill locks.
