Directions:
In a shallow bowl, combine flour, salt and pepper. Dredge steak, a few pieces at a time. Pound with a mallet to tenderize if needed. In a small roasting pan, arrange onion slices between layers of meat. Add water and Worcestershire sauce. Cover and bake at 325º for 2 1/2 hours or until meat is very tender. Remove to a serving platter and keep warm. In a small bowl, combine flour, salt, pepper and broth until smooth. Place juices from baking pan in a saucepan. Add broth and flour mixture. Bring to a boil over medium heat; cook and stir for 2 minutes. Serve steak and gravy over potatoes or noodles.
