Trader Vic's Chili Con Carne Recipe

2 T oil
1 C sliced onion
2 cloves garlic, minced
2 T diced green pepper
1 1/2 pounds ground beef
1/2 C boiling water
1 - 1 pound can tomatoes
1 -16 oz. can tomato paste
1 - 8 oz. can tomato sauce
1 1/2 T chili powder
1 t flour
2 T water
1/2 t salt and pepper
1 bay leaf
1/2 t crushed cumin seeds
2 - 16 oz. cans kidney beans, undrained
2 C shredded cheddar cheese

Brown meat.
Add all ingredients except beans and cheese.
Cover and simmer for 1 hour.
Add beans and simmer, uncovered, for 30 minutes.
Serve individually topped with cheese.
