1/4 cup butter
1 pound hamburger
1 cup chopped onions
2 carrots finely chopped
1 cup sliced mushrooms - fresh are best, but canned can be used
1 1/2 tsp. salt
1 tsp. black pepper
1 bay leaf
2 tbsp. gluten free flour (e.g. rice flour) or cornstartch
1 tbsp. tomato paste
1 1/4 cups beef stock
1 tsp. gluten free Worcestershire sauce

Potatoes:
1/8 tsp. ground nutmeg.
1/2 cup cream
Cheddar cheese grated (optional)

Mashed potatoes:
Peel potatoes and cut in half. You need enough potatoes to make enough mashed potatoes to cover the casserole dish you are using.
Cook potatoes in salted boiling water until tender (approx 30 min).
Mash and add grated nutmeg and 1/2 cup whole milk or cream (to make them smooth).
Filling: In a skillet heat butter and fry onion until transparent (but not browned). Remove onion and cook the mushrooms in the same pan. Remove the mushrooms from the skillet. Add the beef, salt, and pepper and fry. Stir often until it is just cooked (when the meat separates and is not pink). If you do not have lean ground beef and there is a lot of fat in the cooked meat mixture place it in a mesh strainer (over a bowl) while it is still warm and let stand to allow the excess fat to drain out. Add the meat mixture to a casserole dish and add the carrots. Mix the flour, tomato paste and Worcestershire sauce into beef stock. Add meat mixture and the beef stock mixture to the vegetables and stir until combined. Adjust seasoning if necessary.
Cover the filling with the mashed potatoes.
Bake in oven at 425 º F for 15 or 20 minutes. The beef stock should thicken to the consistency of gravy and the top of the potatoes should be browned. Can add grated cheese to top for last 5 minutes.

Can use left over mashed potatoes as long as they are gluten free. Depth of potato covering depends on personal preference. If you do not have gluten free Worcestershire sauce you can omit it or substitute gluten free soy sauce. This is very similar to Vicki Gabereau's Cooking without Looking Shepherds Pie that Brenda makes. Brenda's recipe calls for 1 1/2 teaspoons of dried herbs (rosemary, oregano, thyme, summer savory, or some combination of these) and 1/4 teaspoon hot pepper flakes. Brenda also dots the potato topping with dabs of butter before baking. Shepherds Pie seems to be family favorite as André Johnson also makes a version of it.
