1 c. flour
1 c. whole wheat flour
2 t. baking powder
1 t. cinnamon
1/2 t. salt
1/2 t. soda
1/4 t. nutmeg
1/2 c. butter, softened
3/4 c. brown sugar
1/2 c. sugar
2 eggs
1/4 c. milk
1 c. carrots, shredded
3/4 c. raisins
1/2 c. walnuts, chopped

Frosting:
2 c. conf. sugar
2 T. butter, softened
2 T. water
food coloring (orange & green)

Directions:
Directions:
Stir together flour, whole wheat flour, baking powder, cinnamon, salt, soda and nutmeg; blend well and set aside. Beat together butter, brown sugar, sugar and eggs until fluffy. Stir in the flour mixture until well blended. Stir in milk. Gently stir in the carrots, raisins and walnuts. Drop onto greased cookie sheets, leaving 2" between cookies. Bake at 375* for 12 - 14 minutes until lightly browned. Remove to wire racks to cool.
Prepare frosting: Blend all ingredients together until smooth. Divide frosting in half and place in 2 bowls. Tint one with orange and the other half with green. Pipe an orange carrot on each cookie and then pipe green tops on each cookie. Let frosting harden. Store in airtight container. 6 dozen
