2 lbs lean or extra lean ground beef
2 large onions, chopped
1 clove garlic, finely chopped
1 1/2 tbsp vinegar
1 small can tomato paste
4 tbsp chili powder, mild
2 1/2 tsp cinnamon
1 tsp red pepper flakes
1 tsp Worcestershire sauce
4 c water
4 dry red peppers
3 small bay leaves
35 whole allspice balls

Directions:
Directions:
Put dry red peppers, bay leaves and whole allspice in a tea ball or small mesh bag.

Combine all other ingredients in a large pan and place on stove. Stir until ground beef is like mush--you do not want any clumps in it. Add tea ball or bag. Simmer over medium to low heat for three hours, adding water as needed.

There's no chili that tastes like Cincinnati-style chili. This can be made ahead, frozen, and reheated and actually tastes better than the restaurant brands.
