2 1/2 oz. whole hazelnuts (about 1/2 c.)
4 1/2 c. whole milk
1/4 c. Dutch-process cocoa powder, sifted
1/4 c. firmly packed dark brown sugar
1/4 c. hot water
4 oz. semisweet chocolate, chopped
1 tsp. pure vanilla extract
basic whipped cream for serving

Preheat the oven to 400º. Spread the hazelnuts on a baking sheet and bake them, stirring occasionally, until the nuts are golden and the skins have cracked, 8-10 minutes. Let cool to room temperature. In the bowl of a food processor fitted with the metal blade, process the nuts until finely chopped.

In a heavy saucepan over medium-low heat, stir together the milk and nuts. Bring the mixture to a boil, then remove from the heat and set aside for 30 minutes. Meanwhile, in a small bowl, stir together the cocoa powder and brown sugar. Add the hot water and mix to form a smooth paste. Return the milk mixture to low heat and add the chopped chocolate and cocoa-sugar paste. Whisk constantly until the chocolate is completely melted and the mixture is very smooth and almost boiling. Remove from the heat and stir in the vanilla. Strain through a fine-mesh sieve directly into large serving cups or mugs. Top with a dollop of whipped cream, if desired, serve immediately.
