Beef Casserole with Baby Onions:

3# brisket or braising steak, cut in large cubes
6 T. olive oil
4 T. red wine vinegar
small glass red wine
small cinnamon stick
3-4 grains allspice
small sprig rosemary
3 c. water
salt and freshly ground pepper
1 tsp. brown sugar
1 1/2# shallots or small onions, peeled whole

Directions:
Directions:
Brown the meat in the hot oil.
Pour the wine and the vinegar over it slowly until the steam subsides.
Mix in remaining ingredients except for sugar and onions.
Cover and cook slowly for about 1 hour or until the meat is almost tender.
Spread the shallots over the meat evenly.
Add a little water if needed.
Sprinkle the sugar over the onions, cover, and simmer for a further half hour until the onions are soft.
Do not stir once the onions have been added but turn and shake the saucepan to coat them in the sauce.
