1 cup sugar
1 cup brown sugar
2 1/2 cups flour
2 tsp. cinnamon
1/4 tsp. nutmeg
1 tsp. salt
3/4 cup oil
1 tsp. vinegar
1 tsp. baking soda
1 egg
1 cup milk

Directions:
Directions:
Mix first 6 dry ingredients then add oil and stir until crumbly. Save 3/4 cup of this for topping. Add vinegar to milk, add this to dry ingredients. Add egg and baking soda and mix well. Pour into 13x9 greased pan. Sprinkle on topping and bake at 350º for 30 minutes.

The original name of this is Ruth Lyons Coffee Cake. We changed it to Leap Year Coffee Cake back in the 90's. I made it on Leap Day for the kids and somehow that became it's new name! I got the recipe from Aunt Kathy in 1992 when she made it for me one day when I visited her house in Amelia, Ohio.
