This dish was made regularly in the Evans household and now in the Jackson household, and I did not learn until I was living in DC that this tradition started when Gram lived in DC herself. She walked from the Commerce building on 14th Street to the cafeteria and ordered a chili, and was shocked when they served it over a big scoop of white rice. She told me she took one bite and loved it, and we've all been making it that way ever since!
