1/3 cup packed brown sugar
1/4 cup all-purpose flour
1/2 teaspoon ground cinnamon
3 tablespoons butter

Batter:
2 cups all-purpose flour
1 cup sugar
3 teaspoons baking powder
1 teaspoon salt
1/3 cup butter, softened
1 cup milk
1 egg
1 teaspoon cinnamon
1/4 teaspoon ground nutmeg
1/4 teaspoon ground allspice
1/2 cup raisins

Directions:
Directions:
Pre-heat oven to 300º. Prepare streusel by combining all ingredients until crumbly.

Beat all batter ingredients together, with the exception of the raisins, in a large mixer bowl on low speed for 30 seconds. Beat on medium speed for 2 minutes. Add raisins. Spread half the batter in a greased oblong 13x9x2 pan, sprinkle half of the streusel, top with remaining batter, top with remaining streusel. Bake for 45-50 minutes. Freezes well.
