1 lb. dried penne pasta
1 t. olive oil
2 cloves garlic, diced
1 3/4 C. skim milk
3 T. flour
4 T. tomato paste
2 T. vodka
1/2 C. shaved Parmesan chees
1 sm bunch basil, cut into thin strips
1/8 t. salt
1/8 t. pepper

Directions:
Cook pasta. Heat olive oil in a large skillet over medium-high heat; add garlic and saute until soft and fragrant, about 3 minutes. Slowly add half of the mail and sprinkle half of the flour over the surface, stirring constantly to incorporate and break up any lumps. When the mixture is uniform and smooth, add the rest of the milk and then the rest of the flour; stir until smooth, about 5 minutes.

Allow flour mixture to cook and thicken for another 2 minutes, stirring frequently to prevent burning. Add tomato paste and stir in vodka and cook another minute. Add shaved Parmesan and stir until incorporated, 1 minute: then add basil, salt and pepper.

Drain cooked pasta and fold into sauce for approximately 1 minute to coat thoroughly and evenly. Divide among 8 pasta bowls, garnish with a few basil strips and curls of Parmesan and serve immediately.
