1 lb. ground beef
2 tbsp. oil
2 medium onions
1 c. chopped celery
1 can cream of mushroom soup
1 can cream of chicken soup
1 1/2 c. warm water
1/2 c. uncooked rice
1/4 tsp. salt
1/4 tsp pepper
1/4 tsp soya sauce
13 oz. chinese dry noodles ( I never use these)

Directions:
Brown beef in oil and add remaining ingredients combining well, excluding noodles. Place in greased casserole dish and bake at 350 degrees covered for 30 minutes and then un-covered for 30 minutes. spread noodles on top for the last 15 minutes.
