1/2 Head cabbage
1 1/2 pounds lean ground beef
1/2 onion, chopped
1/2 green pepper, chopped
1 can (28 ounce) diced tomatoes
1 teaspoon garlic salt
3/4 (3 ounces) shredded low-fat swiss cheese
1 teaspoon chopped parsley

Directions:
Directions:
Bring 1" of salted water to a boil in a large saucepan over medium-high heat. Add the cabbage and cook for 15 minutes, or until tender. Drain and place in a 13" x 9" baking dish.
Meanwhile heat a large skillet coated with cooking spray over medium-high heat. Add the beef and cook, stirring occasionally, for 10 minutes, or until browned. Drain and return to the skillet. Add the onion, pepper, tomatoes(with juice) , and garlic salt and bring to a boil. Reduce the heat to low and cook, stirring occasionally, for 15 minutes, or until the vegetables are tender.
Preheat the oven to 350 F
Pour the beef mixture over the cabbage and bake for 20 minutes. Sprinkle with the cheese and parsley and bake for 2 minutes longer, or until the cheese is melted.
