3 c flour
2 c sugar
1 t salt
2 t baking soda
½ c Hershey cocoa
2 c water
2 T veg oil
2 t vanilla

Filling:
8 oz cream cheese
1 egg
½ sugar
1 ½ c milk chocolate chips

Directions:
Mix ingredients for filling until smooth. Add milk chocolate chips last. Fill cupcakes ½ full; add 1 T of filling. Bake at 350 for 20-25 minutes.
