2 Tbsp olive oil
2 lbs boneless beef chuck, cut into 1-1/2 inch cubes
1 bunch of scallions, sliced thin - about 1 cup
3 large celery ribs, chopped fine
1 small green pepper, chopped fine
28- to 32- ounce can whole tomatoes including juice, chopped
2 C prepared tomato sauce
1 Tbsp finely chopped fresh parsley leaves
1/2 tsp dried rosemary
1/8 tsp tried thyme
1/8 tsp dried oregano
1/2 tsp cinnamon
pinch of cayenne pepper
3 carrots, sliced 1/2-inch thick

In a heavy kettle heat oil over moderately high heat until hot but not smoking. Brown beef in batches, transferring to a bowl as browned. Pour off excess fat, if desired. Return beef to kettle and stir in scallions, celery, bell pepper, tomatoes with juice, tomato sauce, herbs and spices. Simmer mixture, covered, stirring occasionally, 2-1/2 hours
