Meat loaf:
1 1/2 lb lean ground beef
1/4 cup mashed potato flakes
1/4 cup milk
1 egg - beaten
1/4 cup sliced green onions
1/2 tsp salt
1/2 tsp pepper

Filling:
3/4 cup water
2 tbsp margarine or butter
1 1/2 cups mashed potato flakes
1 egg
3/4 cup shredded shredded cheddar cheese

Sauce:
1/2 cup ketchup
1/4 cup firmly packed brown sugar
1 tsp dry mustard

Heat overn to 350 degrees. Grease 9x5 inch pan. Line pan with large piece of foil extending edges 2 inches on all sides. Press into corners. Grease bottom and sides of foil. Set aside.

In large bowl, combine all meat loaf ingredients; blend well. Press half of mixture evenly in greased foil-lined pan.

In medium saucepan, heat water and margarine to a rolling boil. Remove from heat. Sstirr in 1 1/2 cups potato flakes, 1 egg and cheese; blend well. Spoon evenly over meat layer in pan. Spread remaining meat mixture evenly over potato layer, pressing gently into potatoes.

In small bowl, combine all sauce ingredients. Spoon evenly over meat mixture.

Bake at 350 for 60 to 70 minutes or until thoroughly cooked in center and meat thermometer registers 160. Let stand for 5 minutes. Drain off excess liquid. Carefully lift meat loaf out of pan. Place on serving plate. Cut into slices
