1 pkg. Buttermilk Ranch Dressing, dry  
1/2 cup sour cream  
1/2 cup mayonnaise  
1 cup cilantro, chopped  
1 tsp. minced garlic  
1/4 tsp. cayenne pepper  
1/2 tsp. salt  
2 Tbsp. lime juice  
1/2 tsp. cumin  
1/2 cup sugar
