For the Bottom Layer:

2/3 cup sugar
2 1/2 tablespoon butter
1 1/4 cups flour
1 1/4 teaspoon baking powder
1 1/4 teaspoon baking soda
3/4 teaspoon salt
3/4 teaspoon nutmeg
3/4 cup milk
1/2 cup raisins


For the topping:

1 1/4 cups brown sugar
2 1/2 tablespoons butter
2 1/2 cups boiling water
2 tablespoons plus one teaspoon lemon juice

For the bottom layer:

Preheat the oven to 350º. Grease a 9" x 13" inch baking pan.

In a large bowl, cream together the sugar and the butter.

In another bowl, combine the flour, baking powder, baking soda, salt and nutmeg.

Add the dry ingredients to the butter mixture alternately with the milk, mixing just to combine after each addition.

Fold in the raisins and spread the mixture over the bottom of the prepared baking pan.

For the topping:

Combine all of the topping ingredients and pour over the bottom layer. Bake at 350º for 25 minutes or until the top is firm and lightly browned. Serve warm in bowls, topped with whipped cream.
