3 c. flour 2 c. sugar
1/2 c. cocoa 2 tsp baking soda
1 tsp salt 2/3 c. vegetable oil
2 tsp vinegar 1 tsp vanilla
2 c. cold water 16 oz ready to spread frosting
pastel mint wafers.flattened gum drops or fruit gems
shoestring liorice

grease and flour 2 round 9x1 1/2 pans. Mix dry ingredients. Mix oil, vinegar, vanilla. Stur oil mixture and water into dry ingredients beat well pour into pans evenly
Bake at 350 degrees 35 minuets or until pick poked in center comes out clean, cool 10 minuets, invert onto plate and remove pan cool completely
fill and frost directions on package. arrange wafers ballons on top use licorice as string
