Preheat oven 350º.
CREAM SAUCE: Melt butter, add flour, stirring until golden.
Gradually add hot milk.
Cook until thickened.
Add salt & let cool. Add eggs.
MEAT: Saute onions in butter until golden.
Add meat stirring until brown.
Drain grease off.
Add cinnamon, salt, pepper,water & tomato paste.
Cook 5 minutes.
Cook macaroni, drain & rinse.
When lukewarm add eggs & 1T salt.
Put 1/2 mixture in a buttered dish & sprinkle with shredded cheese.
Add meat mixture & sprinkle with shredded cheese.
Bake 10 minutes & top with cheese sauce sprinkled with shredded cheese. Bake 30 minutes more.
