32 Caramels,
1 (14oz.) can Sweet Condensed Milk,
1 c Flour,
1 c Quick Oats,
3/4 c Brown Sugar,
3/4 c Melted Butter,
1/2 tsp.Baking Soda,
1/2 tsp.Salt,
6oz. Bag Semi Sweet Chocolate Chips

Directions:

Melt condensed milk and caramels in double broiler. In bowl mix flour, oats, sugar, and melted butter. Add baking soda and salt. Press 2/3 of this mixture in 9 by 13 pan sprayed with Pam. Spread Chocolate chips over mixture. Pour melted mixture over chocolate chip layer. Sprinkle with the remaining crumb mixture. Bake at 350 for 15 minutes. Cool, then cut.
