Directions:
Toss pasta in poppy seed dressing. Reserve 1/2 cup of dressing to use later. Arrange on top - red pepper, onion, olives, oranges, and pecans. Drizzle reserved 1/2 cup of dressing over entire salad. Refrigerate. I like it best after being refrigerated several hours.

Poppy Seed Dressing:
1 cup olive oil
1/2 cup sugar
1 Tbsp poppy seeds
1/2 cup red wine vinegar
1 1/2 Tbsp minced onion
1 tsp salt
1/2 tsp dried Tarragon
1 tsp mustard

Blend all ingredients together in blender/food processor for 2 minutes. Sauce will be a little thick.

*To sugar pecans- heat a non-stick pan. When pan is hot sprinkle a 1/2 to 1 cup of sugar in pan. Watch for the sugar to melt. When all melted, add pecans and mix. Let cool.
