1 cup chopped onion
1 cup coarsely chopped red bell pepper
2 T finely chopped jalapeno pepper (if desired)
2 T snipped cilantro
1 t vegetable oil
2 garlic cloves pressed
2 cans (15.5 oz each) black beans - drained and rinsed
1 can (16 oz) fat free refried beans
1 can ( 14 oz) fat free vegetable broth
1 T lime juice
1 t ground cumin Queso fresco (optional)

Directions:
Directions:
1. Chop onion, bell pepper and jalapeno pepper.. set aside.
2. Heat oil in sauce pan over medium heat. Add onions, bell pepper, jalapeno pepper and garlic .. cook and stir 3 mins.. add black beans, refried beans, broth, lime juice and cumin. bring to a boil.. reduce heat and simmer uncovered for 10 mins.
3. remove from heat, stir silantro into chili, ladle chili into bowls .. sprinkle with cheese if desired.
