Mix all ingredients like meatloaf. Stuff tablespoon mixture in each wrapper. Fold wrapper in ½ sealing edge with water and ruffling to form “fan” appearance.
Can cook 2 ways. 1) fry in little oil, when bottom is browned slightly add water ¾ up side of pan & put lid on right away to finish cooking. 2) Boil - just cover with water, making sure they aren’t too close, bring water to boil, add another cup of water & bring to boil, add another cup water & bring to boil, then enjoy.
