2 cups water
1 tsp. salt
4 medium carrots-diagonally sliced
2 medium onions -thinly sliced
6 potatoes- sliced
3 tbsp. butter or margarine
1 1/2 cups grated cheddar cheese
1 tsp. salt
2 tbsp. flour
1/4 tsp. pepper
1 1/2 cups milk

Heat oven to 375 F. Bring water to a boil. Add 1 tsp. salt, potatoes, onions and carrots. Cover and cook until practically tender. Drain. In a saucepan, melt the margarine and remove from heat. Stir in flour, 1 tsp. salt and pepper. Add the milk, blending well. Bring to a boil over medium heat. Stir until thickened and smooth. Add 1 cup of grated cheese and cook over low heat, stirring constantly until cheese is melted. Layer half of the potato mixture in a lightly greased 9 x 13 pan. Top with half of the cheese sauce. Repeat layers. Sprinkle with remaining cheese. Bake covered for 30 minutes or until potatoes are tender. Remove cover during the last 10 minutes of baking time.
