1 1/2 c. brown sugar
3/4 c. butter
2 T. water
2 c. chocolate chips
2 eggs
3 c. flour
1 1/4 tsp. soda
1 tsp. salt

Filling
3 c. powdered sugar, divided
1/3 c. soft butter
1/8 tsp. salt
1/8 tsp. peppermint extract
1/4 c. milk or light cream

Directions:
Directions:
Melt butter and sugar together. Remove from heat. Stir in water. Add chocolate chips and stir until melted. Beat in eggs. Sift dry ingredients and add to chocolate mixture. Drop onto cookie sheet. Bake 350 º for 8 to 10 minutes. Cool.

Filling:
Combine 1 c. sugar, butter, salt and extract; beat until light and fluffy. Blend in remaining sugar alternately with milk.

Put filling between 2 cookies.
