2 Cups elbow macaroni
3 tablespoons butter or margarine
2 tablespoons all purpose flour
1/2 teaspoon salt
1/8 teaspoon pepper
2 cups milk
2 cups (8 oz) shredded cheddar cheese, divided

Directions:
Directions:
Cook macaroni, drain. In medium saucepan, melt butter. Stir in flour, salt and pepper. Gradually add milk and cook, stirring occasionally, until thickened. Remove from heat. Add 1 1/2 cups cheddar cheese and stir until cheese melts. Combine cheese sauce with macaroni. Place in 1 1/2 quart casserole, top with remaining 1/2 cup cheddar cheese. Bake at 350 for 30 minutes or until bubbly and cheese is golden brown.
