1/3 cup flower
1 tsp salt
1/4 tsp black pepper
2 lbs stewing beef
1/4 c vegetable shortening
4 c boiling water
1 Tablespoon Lemon juice
1 Tablespoon Worcestershire Sauce
1 tsb sugar
1 large sliced onion
2 Bay Leaves
1/4 tsp ground all spice
12 small peeled carrots
12 small white onions
8 small peeled potatoes

combine flour, salt and pepper on waxed paper. Roll beef in mixture and shake off excess.
Melt shortening in a heavy-bottomed pot. When fat starts to smoke, carefully add beef, only 5 or 6 pieces at a time. Brown on all sides then remove. After last batch, return meat to the pot; stand back; and slowly pour in the boiling water, stir in lemon juice, Worcestershire sauce, sugar, sliced onion, bay leaves and all spice.
Lower heat, cover, simmer for 1.5 to 2 hours until meat is tender.
Add carrots, white onions and potatoes; cook for 20-25 minutes until easily pieced with a fork.
