Topping:
For the topping, mix all ingredients well, adding chocolate chips last, and set aside.
1 pkg. 8 oz. softened cream cheese
1 egg
1/3 c. sugar
1/8 tsp. salt
1 6 oz. pkg. chocolate chips

Cupcakes:
1-1/2 c. flour
1 tsp. baking soda
1/2 tsp. salt
1 c. sugar
1/4 c. Hershey cocoa
1 tsp. vanilla
1/3 c. oil
1 c. water
1 T. white vinegar

To make the cupcakes, sift together flour, soda, salt, sugar and cocoa. Add vanilla, oil, water and vinegar. Beat well. Fill cupcake cups, lined with holders, 1/2 full. Top each with 1 T. topping.

Bake at 350 30-35 minutes. Makes 1-1/2 dozen.
