Directions:
Cut butter into the dry ingredients (cup of flour, salt, baking soda, brown sugar, and oatmeal) and kneed until crumb mixture forms. Set aside 1 cup of mixture; press remaining crumbs into a greased 9 x 13 inch pan. Bake at 350 degrees for 10 minutes. Melt caramels and cream (I used a microwave and tried not to cook it, but the recipe says to use a double boiler). Blend in the 4 Tablespoons of flour into melted caramels. Spread over cookie base. Sprinkle chocolate chips over caramel mixture. Top with reserved crumb mixture. Bake at 350 degrees for 12 to 15 minutes. Cut into squares.

Personal Notes:
The most time consuing aspect is unwrapping the caramels. I recommend the caramels you get in a bag from MilkMaid. But you will need to get 2 bags of them. It is a lot of fun. Depending on the time you let it sit will determine how gooey it is. They are really delicious. Enjoy.
