2 T Butter
2 T Flour
1 1/2 C Milk
Salt and Pepper to taste

Melt butter over medium heat in a pan. Add flour and keep stirring. Reduce heat and slowly add milk. Constantly stir. Add salt and pepper as sauce thickens. If it gets too thick, add a little more milk.

Can add meat and vegetables and put over bread for a meal. Can also add cayenne pepper for over carrots.
