1 lb. ground round, browned and drained
1 pkg. (7 oz.) elbow macaroni, cooked and drained
1 cup finely chopped celery
1 cup chopped green pepper
1 cup finely chopped onion
2 cups thinly sliced carrots
1 can (28 oz.) tomato sauce
1 teaspoon chili powder
1/4 teaspoon pepper

Combine all ingredients in a saucepan and bring to a boil over
medium heat.Reduce heat; cover and simmer for 30 minutes.
Add water to thin if desired.
