3 - 3 1/2 lb. fresh beef brisket
3/4 c. water
1/2 c. chopped onion
3 tbsp. Worcestershire sauce
2 tbsp. cider vinegar
1 tbsp. chili powder
1 tsp. instant beef bouillon granules
1/8 tsp. ground red pepper
2 cloves garlic, minced
1/2 c. ketchup
2 tbsp. brown sugar
1 tbsp. flour

Trim any fat from meat and then place it in a 9x13" baking pan. Stir together water, onion, worcestershire sauce, vinegar, chili powder bouillon, red pepper, and garlic. Pour over meat. Cover with foil and bake in a 325 F oven for about 3 hours or until tender, turning once. Remove meat, reserving juices. Place on a platter and keep warm. For sauce, measure juices; skim fat. If necessary, add enough water to equal 3/4 c. In a suacepan, stir together ketchup, brown sugar and flour. Stir in reserved juices. Cook and stir over medium heat until thickened and bubbly. Cook one minute more and serve with meat.
