1/2 lb butter
1 c. flour
2 qts. water
1 medium onion, diced
1/2 can tomatoes
1 lb. ground beef
1 lb. round steak, cut in 1/2-inch squares
1 large carrot, diced
1 stalk celery, diced
1 pkg. frozen mixed vegetables
Pepper to taste

Directions:
Directions:
Make a roux by browning butter and flour, stirring until well browned. Add 2 cups water and stir until smooth. Add remaining water and remaining ingredients except the meat. Brown meat in separate pan, drain fat, and add to soup. Simmer for 1 and 1/2 hours, stirring occasionally.
