1/4 c. margarine or butter
1 c. flour
8 c. water
1 lb. ground beef or stew meat
1 c. onion, chopped
1 c. carrot, chopped
1 c. celery, chopped
2 c. frozen mixed vegetables
1 can stewed tomatoes
2 tsp. powdered beef bouillon
1 tsp. black pepper

Melt the butter in a deep pan and add 1 c. flour, then gradually add the water.

Fry the meat and crumble while frying. Drain and add to the flour and water mixture above. Add the vegetables and spices. Cook until all of the vegetables are tender.
