1 cup matchstick carrots
1 cup thinly sliced red onion
2/3 cup, 2" julienne cut celery
1/2 cup red bell pepper strips
1/2 teaspoon tarragon
1/4 teaspoon salt
1/4 teaspoon pepper
2 (6 ounce) white sea bass fillets (or cod)
2 teaspoons butter, divided
1/4 cup dry white wine, divided

Directions:
Directions:
1. Preheat oven to 350º.
2. Combine first 5 ingredients, and a sprinkle of salt and pepper.
3. Sprinkle fish evenly with remaining salt and pepper. Cut parchment paper into 15" squares. Fold each square in half, and open each. Place vegetable mixture near each fold, place fish fillet on top, dot with butter and 2 tablespoons of wine. Fold paper and seal edges with narrow folds. Place packets on a jelly roll pan . Bake at 350º for 18 minutes or until parchment is puffy. Place on plates, and cut open.
