2/3 cups all-purpose flour
1 tsp baking powder
1 tsp baking soda
1/2 tsp salt
2 T sugar
1/2 cup butter
1/2 cup raisins
2 tsp caraway seeds (optional)
3 T cider vinegar
3/4 cup milk

Directions:
Directions:
Preheat oven to 400ºF.
Sift flour with next 4 ingredients. Cut in butter with 2 knives until mix resembles coarse corn meal. Stir in raisins and caraway seeds. Mix together vinegar and milk. Make a well in the center of flour mixture, add liquid all at once. Stir vigorously with a fork until all indredients are moistened. Turn out onto a floured board, knead gently 8-10 times and shape into a round ball. Place in a greeased 8 inch pie plate. Cut a cross from side to side and brush top with milk. Bake at 400 for 15 minutes and lower to 375 for 30 minutes or until done.
