1 large head of broccoli, cut into bite size pieces and steamed
1 1/2 c. fat free milk
2 1/2 tbsp. flour
1/2 tsp. salt
1/4 tsp. black pepper
3/4 c. shredded cheddar cheese
1/2 c. fat free cream cheese, softened
1 c. fat free mayonnaise
1/4 c. yellow onion, chopped
1 - 8 oz. can water chestnuts, sliced and drained
3/4 c. bread crumbs
2 tsp. butter melted

Arrange broccoli in a 11 x 7 greased baking dish. Combine milk, flour, salt, and pepper in a sauce pan over medium high heat. Bring to a boil. Cook 1 minute or until thick, stirring constantly. Remove from heat. Add cheddar and cream cheeses; stir until smooth. Stir in mayonnaise, onion, and water chestnuts. Spoon onto broccoli. Brown bread crumbs and butter and spoon onto casserole. Bake at 375º for 25 minutes or until mixture begins to bubble.
