3 1/2 c flour
2 c sugar
5 tbsp cocoa
1 tsp salt
2 tsp baking soda
2 c cool water
2 tbsp vinegar
2/3 c oil
2 tsp vanilla

3/4 c sugar
3 tbsp milk
3 tbsp butter
1/4 c chocolate chips

Mix dry ingredients in bowl on low speed. Gradually add water, vinegar, oil, and vanilla. Mix completely. Put in ungreased 11 X 17 pan for 18 minutes at 350 Mix sugar, milk, and butter in pan. Boil 30 seconds. Add chocolate chips last. Stir and pour over warm brownies.
