3 tbsp flour
3 tbsp butter
1/4 tsp salt
1 1/2 c milk
salt and pepper to taste

In a medium, heavy saucepan, melt 3 tbsp of butter over low heat. Blend 3 tbsp of flour into the melted butter. Add 1/4 tsp of salt. Cook over low heat, stirring, for 4 to 5 minutes. Cooking for this length of time will minimize 'flour' taste. Slowly add 1 1/2 cup of milk, stirring constantly. Continue cooking slowly until mixture comes to a boil. Add salt and pepper to taste.
