2 ½ cups all-purpose flour (280 grams)
¾ cup unsweetened cocoa powder (sift to remove lumps)
1 teaspoon baking soda
1 cup white sugar
1 cup firmly packed brown sugar
1 cup butter, softened
2 teaspoons vanilla extract
2 eggs
48 chocolate-covered caramel candies (such as Rolo®)
or a 203-gram bag of mini Rolo candy (use 2 per cookie)

Preheat oven to 350º

Mix flour, cocoa powder, and baking soda together in a small bowl. Beat 1 cup white sugar, brown sugar, and butter together in a large bowl until light and fluffy. Add vanilla extract and eggs; beat well. Stir flour mixture into sugar mixture; mix well.

Chill for 1 hour

To shape cookies lightly flour hands. Take about 1 heaping teaspoon (30 grams or so) and flatten into a disc. Place 1 chocolate-covered caramel candy (or 2 mini ones), on cookie dough. Bring disc up around the candy covering it completely and making it into a ball. Repeat with remaining dough and caramel candies.
Step 5
Place 2 tablespoons of white sugar in a small bowl. Press one side of each ball into sugar. Place balls, sugar sides up, onto parchment paper on a baking sheet, about 2 inches apart.

Bake in the preheated oven until cookie is set and slightly cracked10- 12 minutes minutes. Cool on the baking sheet for about 2 minutes. Transfer cookies to a wire rack to cool completely.

You can substitute a commercial blend of gluten-free flour (like BoB's Red Mill or Robin Hood) to make a gluten-free version. Be sure the cany you use is gluten-free. Rolo™ candy is gluten-free.

How to Freeze Cookie Dough: If you want to freeze the cookie dough, scoop the dough into cookie balls and place them on a baking sheet. Place the sheet in the freezer and freeze until the cookie dough balls are firm, about 30 minutes. Transfer to a freezer bag or freezer container. Freeze for up to 3 months. When ready to bake, preheat the oven and add a couple of minutes to the baking time. You don’t have to defrost the dough.
