Ingredients:  
2 cups uncooked macaroni (my dad used more)
4 onions
1 Tbs oil
1 lb ground beef
1 large can whole tomatoes
pepper flakes to taste

Directions:
Directions:
Slice onions and saute in oil until soft.
Add ground beef and cook until browned
Add can of tomatoes and cook
Add pepper flakes to taste

Cook macaroni as per instructions, drain and add to pot.
Serve immediately

Hoover stew was made in the depression and so called as to point disapproval at President Hoover
The original recipe was made with hot dogs as the meat but I prefer ground beef.
