1 (14 oz.) package of caramels
⅓ cup water
2 cups flour
1 cup quick cooking oats
1 cup brown sugar
1 cup butter
½ tsp baking soda
¼ tsp salt
6 oz. semi sweet chocolate chips

Directions:
Directions:
Heat caramels and water over low heat, stirring frequently, until caramels are melted and the mixture is smooth. Heat oven to 350º. Mix flour, oats, brown sugar, butter, baking soda and salt. Reserve 1 cup for the topping. Press remaining mixture into an ungreased 13x 9 pan. Bake for 10 minutes. Sprinkle baked layer with chocolate chips and drizzle with the caramel mixture. Sprinkle with the reserved crumbs. Bake 15 minutes or until light brown. Cool slightly and cut into bars.
